活态遗产——包容和繁荣


通过本次的线上对谈讲座,观众将有机会了解英国文化教育协会文化遗产包容性增长国际项目。


文化遗产对经济和社会财富以及可持续发展的作用、价值和贡献的重要性日益被公认为国际议程的基石。自 2018 年以来,英国文化教育协会一直领导着"文化遗产包容性增长"行动研究计划,探索当地文化遗产的价值和作用如何改善社区和个人的生活。其目的是通过文化遗产,与更广泛的社会合作,支持日常生活的繁荣和福祉,实现积极变革。该计划精神的核心是以人为本的方法,这种办法以包容性和可持续的方式对当地环境作出反应。该方案目前正在与哥伦比亚的土著人民、肯尼亚的年轻人和越南的少数民族社区合作。


本次会议将介绍迄今为止该项目的重要活动和学习情况,随后将就这一方法在中国背景下的潜力进行探索性对话,旨在交流和支持文化遗产对可持续发展的贡献。


对话嘉宾是英国文化教育协会全球文化遗产促进包容性增长项目负责人Nikki Locke女士、清华大学国家遗产中心主任吕舟教授和清源视野(北京)文化咨询有限公司董事长魏青先生。这次对谈适合在遗产部门工作的任何人。

嘉宾简介


莫睿

作为英国文化教育协会中国区艺术总监,莫睿领导众多兼具多元化和有影响力的艺术项目,旨在帮助中英两国的个人和机构建立联系、增强技能和增进了解。


莫睿毕业于伦敦大学学院斯莱德美术学院,获得美术雕塑及博物馆研究双硕士学位。


莫睿在英国艺术及国际艺术领域拥有超过25年的工作经验。来中国前她领导了英国文化教育协会在海湾合作国家开展的内容丰富的文化项目。


在英国文化教育协会任职前,她曾在CCE(创意、文化和教育)国际艺术教育基金会工作,并领导高达三亿英镑的创意合作伙伴关系项目。这之前她曾在英格兰艺术委员会就职六年,与英国艺术家、剧院、博物馆、画廊、政府和教师合作,发展文化项目。



Nikki Locke

Nikki女士现任英国文化教育协会全球文化遗产包容性增长项目负责人。该项目是行动研究项目,在越南、哥伦比亚和肯尼亚开展,旨在探索通过以人为本的合作方式,如何利用保护文化遗产给当地人民带来繁荣和幸福生活。过去10年中,Nikki 通过策划一系列项目与节日活动,帮助本地人民增强对本地艺术和文化遗产的所有权、鼓励大家多互动交流,为英格兰东北部文化生态的发展提供助力。此外,Nikki还是“东达勒姆创作”(East Durham Creates)项目负责人。该项目为英格兰艺术委员会(Arts Council England)资助的 21 个独立项目之一,隶属于“创意人才和地区”(Creative People and Places)计划。



吕舟

吕舟教授是清华大学教授,国家遗产研究中心主任,ICOMOS-China的副主席。吕舟教授是中国遗产领域首屈一指的专家,参与了中国世界遗产的申报、保护管理规划、监测、评估和定期报告的编写等大量工作。


作为ICOMOS和ICCROM专家,吕舟教授多次参与世界遗产申报的现场考察、书面报告、反应性监测、评估等各方面的工作。作为ICCROM的专家吕舟教授参与了多项关于遗产保护的国际培训项目。吕舟教授领导的学术团队从2013年开始连续五年全程参加世界遗产委员会大会,每年出版一期《世界遗产大会观察报告》,向中国学术界和社会大众宣传推广世界遗产管理和保护领域的最新动向和研究成果。他还出版了《中国世界文化遗产30年》的著作,对中国加入“世界遗产公约”之后30年的文化遗产保护历史做了系统梳理和深入研究。


吕舟教授曾担任在中国苏州召开的第28届世界遗产大会主席的文化遗产顾问,推动建立了联合国教科文组织亚太地区世界遗产保护与培训中心(二类中心),吕舟教授主持的文化遗产保护项目曾多次获得“教科文组织亚太地区文化遗产保护奖”和中国文物保护项目的最高荣誉,由于他在文化遗产保护领域的杰出贡献,2013年ICCROM授予吕舟教授ICCROM Award。



魏青

魏青先生现任清源视野(北京)文化咨询有限公司董事长、中国古迹遗址保护协会文化遗产管理研究专业委员会秘书处秘书长。魏青于2002年毕业于清华大学建筑学院,长年从事文化遗产保护工作,先后任职于清华大学建筑设计研究院文化遗产保护研究所,北京国文琰文化遗产保护中心,北京观远咨询有限公司。主持完成了多种类型文化遗产的保护规划编制,作为主要负责人参与了512震后都江堰二王庙抢救修复工程。自2009年开始,带领团队为福建厦门鼓浪屿申报世界遗产开展价值挖掘、文本编写、策略研究、规划编制以及申报全过程的咨询服务工作。致力于为文化遗产地的保护管理提供全方位的决策咨询。

Living heritage,Inclusion and Prosperity


In this online live session guests will have the opportunity to learn about the British Council Cultural Heritage for Inclusive Growth international programme.


The importance of culture heritage for its role, value, and contribution to economic and social wealth and in sustainable development is increasingly recognized as a cornerstone of the international agenda.


Since 2018 the British Council has led Cultural Heritage for Inclusive Growth, an action research programme exploring ways in which the value and role of local cultural heritage can improve the lives of communities and individuals. The aim is to support prosperity and wellbeing in everyday life through cultural heritage, in collaboration with wider society to effect positive change.


Central to its ethos is a people-centred approach, which is responsive to local contexts in an inclusive and sustainable way. The programme is currently working with indigenous peoples in Colombia, young people in Kenya and ethnic minority communities in Vietnam.


This session will provide highlights of activity and learning from the programme so far followed by an exploratory conversation about the potential of this approach for China in its context. With the aim to exchange and support the contribution cultural heritage makes towards sustainable development.


Panellists Include the British Council Global lead for the Cultural Heritage for Inclusive Growth Programme Ms Nikki Locke, Professor Lyu Zhou from National Heritage Centre of Tsinghua University, and Mr. Wei Qing from Conservision Cultural Consulting Co. The session is suitable for anyone working in the heritage sector in China.

Guest Speakers


Rehana Mughal

Rehana is the Director Arts, British Council in China. In this role, she oversees a diverse and impactful portfolio of activity designed to connect individuals and organisations from the UK and China to opportunities that build connections, capability and appreciation through and for the arts.


Rehana has over 25 years’ experience working in the arts sector both in the UK and internationally. Before coming to China she led the delivery of an ambitious multi-million pound cultural programme for the British Council in the Gulf Cooperation Countries. 


Prior to working with British Council, she worked for Creativity, Culture and Education, an international arts education foundation, where she led on a £300 million Creative Partnerships programme. She spent six years working with Arts Council England developing collaborative cultural projects working with artists, theatres, museums, galleries, government departments and teachers in the UK.  


Rehana graduated from the Slade School of Art at University College London with a Master’s degree in Fine Art Sculpture and later gained a second Master’s degree in Museum Studies.



Nikki Locke

Nikki is responsible for leading Cultural Heritage for Inclusive Growth, an action research programme taking place in Vietnam, Colombia and Kenya which is exploring ways in which cultural heritage - through a people-led and collaborative approach - can bring prosperity and wellbeing to everyday life. Previously, Nikki spent ten years supporting the growth of cultural ecologies in the Northeast of England through developing programmes and festivals aimed at increasing local ownership of, participation in and engagement with the arts and heritage. During this time, Nikki was the Head of East Durham Creates, one of 21 independent projects funded by Arts Council England as part of the Creative People and Places programme.



Lyu Zhou

Lyu Zhou is a professor in Tsinghua University, He is the director of the National Heritage Center, and vice president of ICOMOS-China. Professor Lyu is one of the leading experts of World Heritage in Chinese. He has participated in a lot of work such as to draft out the nomination dossier, to make the management and conservation plan for heritage sites, the monitoring, evaluation and the preparation of periodic reports of Chinese World Heritage sites.


As an expert in ICOMOS and ICCROM, Professor Lyu has been involved site missions, desk reviews and assessments of nomination sites for inscribing World Heritage List. He also takes reactive monitoring mission for World Heritage Sites. He has participated many international training programs on heritage conservation and management as a resource person. Prof. Lyu with his team has published the Annual Observation Report on World Heritage Committee Session since 2013. The Annual Observation Report plays a very important role to introduce the development of World Heritage concept to China and Chinese visions to World Heritage community. His the "30 years of China's World Cultural Heritage" is the most important research for the World Heritage nomination, conservation and management in China.


Professor Lyu has served as the Cultural Heritage Advisor of the Chairperson in the 28th World Heritage Committee Session in Suzhou, China. He also promoted the establishment of the UNESCO World Heritage Protection and Training Center for Asia and the Pacific (category II center). His conservation projects won the "UNESCO Asia-Pacific Cultural Heritage Conservation Award" and the top award of cultural heritage conservation in China for several times. For his great contribution in the cultural heritage conservation field, the General Assembly 2013 of ICCROM awarded Professor Lyu Zhou ICCROM Award.



Wei Qing

Wei Qing is the director of Conservision Cultural Consulting Co. and the secretary general of the secretariat of National Committee on Cultural Heritage Management Research, ICOMOS China. Graduated from the School of Architecture of Tsinghua University in 2002, Wei Qing has been engaged in cultural heritage conservation for many years. Having worked at the Institute of Cultural Heritage Conservation of Architectural Design and Research Institute of Tsinghua University, Beijing Guowen Yan Cultural Heritage Conservation Center and Beijing Guangyuan Consulting Co., Wei Qing has presided over the compilation of various types of cultural heritage conservation plans and participated in the rescue and restoration project of Dujiangyan Erwang Temple after the 512 Wenchuan Earthquake as the person in charge. Since 2009, he has led a team to carry out heritage value analysis, compilation of the nomination text, nomination strategy analysis, planning and consulting services for the whole process of nomination of world heritage Kulangsu, a Historic International Settlement. He is committed to providing comprehensive decision-making consulting for the conservation and management of cultural heritage sites.
